Frequently Asked Questions
We're sure you have questions about UAS Marketplace, so we've put together the most frequently asked ones. Don't see your answer? and we'll be happy to help.
General Information
The UAS Marketplace operationalizes the Department of War's Drone Dominance Strategy and Army Acquisition Reform by putting cutting-edge, mission-specific unmanned systems into the hands of Soldiers at the speed of relevance. The digital storefront, managed by Capability Program Executive (CPE) Aviation Air's Project Manager Uncrewed Aircraft Systems (PM UAS), showcases vetted products with verified specifications, pricing, availability, and supported logistics. It prioritizes speed, flexibility, fiscal compliance, and cybersecure access.
Systems on the UAS Marketplace vary across PM UAS vendors currently on contract, Defense Contract Management Agency (DCMA) Blue List vendors, companies competing in the Drone Dominance Program, Guantlet, and multiple Group 1, 2, and Launched Effects. The team is developing strategies for future echelon-based requirement solicitations, and additional capabilities will be added to the storefront over time.
Yes. The platform is free to use. Once an account is requested and approved, users can access basic browsing, product comparison, advanced features and procurement tools.
Vendors, IAP and Verification
Vendors apply by submitting an Initial Acceptance Packet (IAP). Once an IAP is approved, the system onboarding to the UAS Marketplace Storefront begins. The vendor will be contacted with the results from the IAP assessment and invited to sign the Basic Ordering Agreement (BOA). Once the BOA has been signed, a Product Page will be created and loaded into the UAS Marketplace Storefront.
For system information changes, the vendor can modify the relevant information in their product page within the UAS Marketplace storefront. PM UAS will publish those changes once reviewed. For configuration changes that significantly change a product's performance or specifications, an IAP resubmission or additional verification may be required.
No. UAS Marketplace operates in a free-market capacity.
Vendor onboarding varies by solution and the company's ability to provide complete data in their IAP. Onboarding is expedited if you are DCMA Blue List or National Defense Authorization Act (NDAA)-compliant certificate holder. Expect process efficiencies as the UAS Marketplace matures.
Once an IAP is approved, the system onboarding to the UAS Marketplace Storefront begins. The vendor will be contacted with the results from the IAP assessment and invited to sign the BOA. A Verification Activities Questionnaire (VAQ) is officially requested at this point. That information is stored for reference.
Yes – vendors will see sales metrics and verified Soldier feedback. Some features are still in development and will be included in the storefront soon.
No, some systems will follow traditional acquisition pathways. We recommend staying tuned on SAM.gov and on the UAS Marketplace website for competition updates and announcements.
Yes. If a product is rejected, a clear and detailed reason will be provided. Once that issue has been resolved, a revised IAP can be submitted to the UAS Marketplace email (UASMarketplace@army.mil).
Email the UAS Marketplace email with your questions (UASMarketplace@army.mil).
A Verification Activities Questionnaire (VAQ) requests additional data required for the United States Government (USG) to perform system Verification Activities (VA). The VAQ is not "graded" like the IAP, but a fully populated and sufficient VAQ is required for full Marketplace onboarding.
Adherence to National Defense Authorization Act (NDAA) Fiscal Year (FY) 2020 Section 848, NDAA FY2023 Section 817, and NDAA FY2024 Section 1821 ("NDAA Compliance") is the determining factor in which products are placed in the Provisional or Cleared Phase. If a Recognized Assessor (RA) or Organic Assessor (OA), NDAA compliance report has been obtained for your product, submission of that report with your IAP grants access to the Cleared Phase, where purchasing is permitted. If an RA or OA report has not yet been obtained for a product, your system will be placed in the Provisional Phase with purchasing restrictions. During the Provisional Phase, a system teardown will be performed by an OA. NDAA Compliance will be determined by the resulting report. If compliance is verified, the product will move into the Cleared Phase and purchasing restrictions will be removed.
Products in the Provisional Phase are not yet fully verified as NDAA Compliant. Thus, the restrictions in the NDAA sections only permit the government to purchase systems for designated uses. Further restrictions may apply in the Provisional Phase depending on various items discovered during the IAP (for example, the submission of only an FCC ID for Spectrum requirements will restrict usage of the system to United States & Possessions). These operational restrictions will limit the number of systems the government can purchase, along with the type of units permitted to operate them. When a system is restricted in the Provisional Phase, clear identification of those restrictions will be provided to the Vendor upon IAP approval.
Technical data within the storefront is safe-guarded, preventing vendors from viewing each other's technical specifications. Vendor access to products outside of their own offerings is limited to basic information, such as pricing, overall feedback rating and product category.
Soldier Engagement
Reach out through the "Contact Us" page on the storefront, or email UASMarketplace@army.mil.
Yes. Training products will be provided on the storefront for common storefront processes. The Soldier Engagement Team will also provide these products to units during in-person engagements.
The UAS Marketplace is CAC-enabled. With an approved account, any user can browse offerings, but only unit members with government purchasing authorizations are permitted to buy.
Marketplace Basic Ordering Agreement terms and conditions include language for Modular Open Systems Approaches, and in some cases, right to repair/modify. If a system is eligible for right to repair, companies can include that information in their product description.
Products on the UAS Marketplace are verified against National Defense Authorization Act (NDAA) and Defense Contracting Management Agency (DCMA) Blue List compliance. Once a vendor's Initial Acceptance Packet (IAP) is submitted, the vendor will submit a Verification Activities Questionnaire (VAQ) and could be asked to demonstrate advertised specifications. There will be multiple sources of verification through Soldier use and training, government-led events, documented performance, etc.
Users can submit product ratings anytime through the Storefront on product specific detail pages. Additionally, users and the UAS Marketplace team will collaborate to provide meaningful feedback through engagements on actionable insights, product performance and capability improvements.
