About the Consortium

The DoW Drone OTA Consortium serves as the premier collaborative enterprise dedicated to securing technological overmatch for the modern warfighter. Operating at the intersection of national security and private-sector ingenuity, the DoW Drone OTA Consortium utilizes agile OTA pathways to bypass traditional bureaucratic friction and accelerate innovation.

Empowering the warfighter with decisive technological advantages by rapidly transitioning next-generation prototypes into dominant battlefield capabilities. In practice that means cultivating a dynamic, dual-use technology ecosystem: seamlessly connecting forward-thinking innovators, non-traditional defense contractors, and elite research institutions with DoW stakeholders, and rapidly transitioning disruptive prototypes into dominant operational capabilities.

Three strategic drivers. Expedited Transition: optimizing acquisition to rapidly transition next-generation prototypes into mission-ready assets at the speed of relevance. Synergistic Ecosystem: cultivating an environment that seamlessly connects non-traditional defense innovators, research institutions, and industry pioneers directly with DoW stakeholders. Decisive Overmatch: focusing resources on sourcing and scaling disruptive technologies that deliver definitive, next-generation operational superiority to the frontline warfighter.

The Consortium utilizes agile OTA pathways to bypass traditional bureaucratic friction and accelerate innovation. Traditional Federal Acquisition Regulation (FAR) processes are often too slow to capture the fast-moving innovation essential to support the DoW agencies and capability developers.

Technology Sectors

Six: Unmanned & Autonomous Systems; AI-Powered ISR & Targeting; Resilient Communications & Datalinks; Counter-UAS Technologies; Advanced Onboard Payloads; Expeditionary & Additive Manufacturing.

Group 1-5 Unmanned Aerial Systems (UAS), Unmanned Ground Vehicles (UGV), unmanned surface vessels, unmanned underwater vessels, and autonomous swarming capabilities for multi-domain operations.

Leveraging Artificial Intelligence and Machine Learning for automated target recognition (ATR), predictive analysis of threat movements, and real-time intelligence processing from sensor data.

Developing and fielding secure, low-probability-of-intercept/low-probability-of-detect (LPI/LPD) datalinks and mesh networks that resist enemy jamming and cyber-attacks.

Investing in kinetic and non-kinetic solutions to detect, track, identify, and defeat adversary unmanned systems, ensuring battlespace air superiority.

Miniaturizing and enhancing sensor payloads, including next-generation Electro-Optical/Infrared (EO/IR), Signals Intelligence (SIGINT), and compact Electronic Warfare (EW) packages.

Utilizing 3D printing and advanced materials to enable rapid, in-field production of replacement parts, custom payloads, and new drone variants at the tactical edge.

Membership

Membership is a three-step process. Step 1, Submit Application: complete our secure online membership application, providing your corporate capabilities, CAGE code (if applicable), and primary points of contact. Step 2, Vetting & Verification: our compliance team conducts a rapid security and eligibility review to verify your organization's alignment with Consortium standards and federal regulations. Step 3, Engage & Compete: upon approval, gain immediate access to our secure portal to view active solicitations, submit prototype proposals, and collaborate with DoW stakeholders.

Joining connects your organization directly with critical national security missions. The three-step onboarding process minimizes administrative friction, giving you rapid access to collaborate with Government personnel on our secure portal, view active solicitations, and submit prototype proposals.

We maintain broad acceptance criteria to capture innovation, emphasizing companies that operate outside the traditional defense industrial base. Three categories are eligible: non-traditional defense contractors, academic and research institutions, and traditional defense contractors.

A "non-traditional" partner is defined as any private-sector entity or small business that has not been subject to full Cost Accounting Standards (CAS) coverage on a DoW contract within the last fiscal year. This category explicitly includes venture-backed startups and established tech companies.

Universities, non-profit research foundations, and Federally Funded Research and Development Centers (FFRDCs) are designated as eligible members, fostering early-stage research and development and providing a pipeline of talent and breakthrough concepts.

Established defense primes are eligible for membership. For any given project, a traditional contractor must either team with a non-traditional entity or provide at least one-third of the project's cost share, ensuring they do not dominate the ecosystem.

The membership application asks for your CAGE code if applicable, alongside your corporate capabilities and primary points of contact.

Solicitations and Proposals

Active Requests for Whitepapers/Solutions (RFW/S) open to Consortium members are listed on the Opportunities page and in the secure portal. Review the operational requirements and submit your solution capabilities before the listed closing dates.

You don't have to wait for an active solicitation to start preparing. We provide example templates and draft proposal guides so your team can understand formatting, compliance, and technical response structures in advance. Align your capabilities early to submit winning bids the moment a Request for Proposal goes live.

Projects are structured with fixed-price, milestone-driven payments. This ensures the Government only pays for successful capability demonstrations, minimizing financial risk while driving accountability.

Successful prototypes developed through the Consortium feature a built-in, non-competitive pathway to follow-on production contracts, ensuring successful tech actually reaches the warfighter.

For any given project, a traditional defense contractor must either team with a non-traditional entity or provide at least one-third of the project's cost share, ensuring they do not dominate the ecosystem.

Government Partners

Traditional FAR processes are often too slow to capture the fast-moving innovation essential to support the DoW agencies and capability developers. The Consortium offers a streamlined, flexible vehicle designed specifically to bypass bureaucratic friction, enabling you to discover, prototype, and field next-generation technologies at the speed of the modern threat landscape.

We eliminate the formatting and administrative headache of launching new solicitations. DoW program offices have access to a suite of pre-structured, pre-approved drafting templates: Request for Whitepapers/Solutions outlines, ready-to-customize solicitation templates that drastically reduce the time to draft solicitations, and evaluation and scoring rubrics to assess incoming prototypes rapidly and objectively.

Frame your tactical challenges as operational goals rather than restrictive technical specifications. Instead of issuing rigid, decades-old requirements, a Statement of Need allows industry to propose cutting-edge, unexpected solutions to your most complex operational problems.

The Consortium drastically reduces procurement timelines: a whitepaper capability pitch can become a funded, active prototype project in a fraction of the time required by standard FAR-based contracts.

A pre-vetted ecosystem of venture-backed startups, tech leaders, and elite research labs that traditionally avoid government contracting, alongside academic and research institutions and traditional defense contractors — rather than only the same legacy primes.

Projects are structured with fixed-price, milestone-driven payments, so the Government only pays for successful capability demonstrations. That minimizes financial risk while driving accountability.
